I took my valve cover off and turned my motor one lefter is all the way up does that mean my #1 is TDC . if so my harmonic balancer mark is not straight up. and it looked like only one lefter was moving up. you have two lifters per plug ? and help out there

When the engine is at TDC on the power stroke both valves are closed and the timing mark will point at tdc or within a a degreeable range of it, so if one valve is open your on the wrong stroke of the cycle, rotate the engine until both valves are closed, set the timing mark at 12 degree`s before top dead center, line up the oil pump shaft with the distributor, stab it in and fire it off.
