In Pennsylvania, a vehicle can be registered as a Classic at 15 years, and Antique at 25 years, both carry a permanent registration and license plate for the duration of ownership of the vehicle.

You can also transfer the plate and registration to a different vehicle, or transfer to a different owner with a release consent form.
