I have a customer that has a Holley 650 cfm and an electric fuel pump, I think a Holley. The carb was rebuilt. The floats don't seem to shut off the fuel flow like they should. The pump says 7 lbs.

Any idea on what might be happening?

Drop the pressure to 5 lbs. THERE IS ABSOLUTELY NO SANE REASON TO RUN MORE THAN 5 LBS OF PRESSURE TO A CARBURETOR. You won't make any more power. All you're doing is filling a bowl and over-pressurization will do nothing for you except over-power the needle and seat and cause you problems. 5 LBS MAX, 5 LBS MAX, 5 LBS MAX.
