Is this a Blackout hubcap?

Bossman got this last year and I peeled off old paint and polished it.. it was half peeled when he got it so we knew it was brass. Is it a Blackout hubcap?

anyone? Or could paint have reacted and removed the chrome? This is a brass finish but it can look sort of chrome in some lighting. A stamp on the back side says " BLC USA "
