There are fixtures available (dealership-type tooling) that use a specific weight to measure how long it takes a lifter to bleed down.

Personally, I'd chuck a new set of lifters into it.

I had an engine that had a lifter tick. Took them all apart, checked and cleaned them (Crane hydraulics), re-installed them. Still ticked. Pulled the cam and installed a solid grind. Figured "if they're gonna rattle, might as well be solid".

Been running solids ever since.
