I Have A 1996 S10 Zr2 P/u I Have Lost Power To The Fuse That Contrls The Heater And A/c ?

What fuse? There are Maxi fuses and relays under the hood and mini fuses under the dash. If you are checking the ones under the dash, you need to look at the bigger (maxi) fuses or relays under the hood.
