I think im about to move there from Lockport,Illinois in less then a month. What im wondering is if there is emmission testing in Monroe, Ohio? It is just at the border of Middletown, Ohio.

Yes you will be subject to E-check in Monroe. It's on the border between Warren and Butler counties but both have E-check.
