Hey guys, I have a 67 Elky with a tilt steering column that wobbles. I was able to tear it down, (see Pics) to this plate, but I have no clue on how to remove this? The four tilt mechanism bolts are behind it. I need help ASAP. Any suggestions!!

I think there is a lock plate removal tool.\
Turns out my neighbor had the gm puller for this steering column...
