I have a valance that came from the supplier painted in black as most other panels have. Since no body work or welding needs be done what is the proper procedure for getting ready to paint?
Leave the black primer on, scuff it up and epoxy primer?
Strip it and start with bare metal?
Epoxy or primer sealer over the black paint.

The part has been in the box for 1yr with no rust so it seems why should I break the bond that was established when it was made.

Valence primer

If you can wipe off the primer with lacquer thinner then sand it off and epoxy prime it. If not, sand with 600g and paint. Get the 2k epoxy in a spray can, it works awesome if you need it 2k epoxy cans

If it's electro coat (probably is) leave it on and scuff it with a red Scotchbrite pad then two good coats of SPI epoxy.

That is primer, scuff it as suggested and put paint on there if it's straight.
