A stroker combo I'm contemplating will put me .035" out of the hole. Usually I'd just use a .070" head gasket to get an .035" quench, but since the rod requires a short compression height it will put the top ring too close to the chamfer I rather shorten the rod. How much can you shorten a rod and be safe? The rods are Chevy K1's 7.000". Thanks in advance.

Probably the shortest, lowest cost, and technically safest solution would be to offset grind the crank throw journals combined with an undersized rod bearing. You”ll give up a little stroke but the mod is solid from an engineering standpoint.
