Tie rod ends always point up and I need some steering box clearance and need to point the end of my drag link down .Does the end know or care which way it is pointing?

Not as long as the taper on the ball socket shaft mates with the taper in the steering arm or drag link.

Most machine shops can taper the hole from the oposite side. A common procedure done with a taper reamer.
