I am wondering if and how to mildly tub the rear of a 1979 monza,just enough to fit about a 8to10 inch tire.

If the fenderwell is the only thing in the way all you need to do is cut out the old fender well and either buy two aftermarket mini wheel tubs or fabricate your own from sheetmetal and weld them in. Unless of course the frame and rear end has to be narrowed to fit these tires with your desired look, then much more modification will be needed and you can get information for the narrowing in the suspension and rear end section.
