I have a Versailles axle and with virtually all the hardware bits. I don't have a cable for it. Would any universal cable kit do, or is there something I need to watch out for?

End of the day it is a parking brake cable.

As long as it slides into the parking brake tab/backing plate it will work to pull on that and release. Once the parking brake is unratcheted.

I would route it and use the same length as the old cable. But this is a part of working on old rides. Sometimes you can't find or the parts are stupid expensive or the factory part is known for issues and a alternative makes sense.
