I'm not exactly sure what you call this part, I call it the cowl.This will not be seen when the fenders are on the car. How should it be prepaired for epoxy primer?Scuff it and prime it. Or strip it down to metal first?If I can figure out how to attach a picture,one pic is of the cowl? before and after..

You need to take a pic of it a little farther away. Its hard to tell where it is in relation to the car/truck.
