If the car has say for a long period of time, I would scuff over all the bare metal with some sandpaper to sand off the rust that has started. It may not be visible but it is there. Then clean the surface with a good wax and grease remover. Surface must be clean. A good old wise bodyman once told me "you can't paint over a powdered donut". Allow to dry thoroghly. Spray on one good coat of a good etch primer. Let dry. Then spray three coats of a good urethane sandable primer. This you can block out good and if needed you can reprime. Hope this helps . good luck
