How metering rods work in Rochester Dualjet ?

Me and my friend took apart 79 2mv dualjet on 305 chevy and were wondering what is a function of 2 springloaded metering rods. He was suggesting we should put rods lower into jets (openings on the bottom ) for better economy . I have no clue but it sounds good. Before he shortens that little spring, is he correct ?

To do so will make it run leaner, which is not a wise thing to do, the metering rods control the amount of fuel the engine will get, the further they are in the jets the leaner it gets, and the longer they stay lower will result in a too lean cruise condition that will make the car surge. Too lean can cause overheating as well as other problems, the carb was calibrated from the factory for max efficientcy, I`d leave it that way.
