My son just bought a 1989 Jeep Comanche pickup. The horn and turn signals don't work but the flashers do.I have pretty much narrowed it down to no ground on the steering column shaft.Does anybody know how it is supposed to be grounded? Thanks for any help.

The steering column is grounded through the clamp that holds it. The horn circuit requires a grounded steering column but the turn signals do not.
If the hazard flashers work that rules out the bulbs, the wiring to the bulbs and the grounds at the bulbs.
Then we check for a blown TS fuse, a bad TS flasher and related wiring.

How did you test to see if the fuse and flasher are good?
Note that the hazard flashers are fed from a different fuse than the TS.
Try this. Remove the TS flasher. Then using a test light, with the ignition ON probe the contact in the TS flasher socket.
If you have 12 volts at that point the fuse and wiring are good to that point.
Next, install a jumper across the two contact points in the TS flasher socket.
Then try the TS and see if the lights work. They won't flash.
If they do not light - try to find the steering column connector and probe for a bad connection across this point.
